Most of the constituents are Latino, and it has the second largest African American population of Austin’s ten council districts. It also has the highest rates of poverty. Casar serves as a board member of Local Progress, “the national network of progressive elected officials from cities, counties, towns, school districts, villages and other local governments across the country.” He is a Democrat and member of the Democratic Socialists of America.
